Training Description
In criminal justice systems across the globe, defendants are required to be competent to proceed throughout the legal process, displaying a rational and factual understanding of the proceedings as well as the capacity to consult with counsel with a reasonable degree of rational comprehension. The leading evidence-based instrument for the evaluation of competence to proceed is the MacArthur Competence Assessment Tool-Criminal Adjudication in Criminal Competence Evaluations (MacCAT-CA). Peer-reviewed research conducted internationally has established that the MacCAT-CA provides accurate and reliable competency evaluations. In this workshop, attendees will review the foundations of competence to proceed and compare instruments designed to assess it. Seminal research on the MacCAT-CA will be described, and comprehensive instructions will be given on how to administer the tool in practice as well as how to interpret its findings.

Trainer Biography
Randy Otto, PhD, is the former President of the American Psychology-Law Society, the American Board of Forensic Psychology, the American Academy of Forensic Psychology, and the American Board of Professional Psychology. Currently a faculty member at the University of South Florida, he has chaired the Committee to Revise the Specialty Guidelines for Forensic Psychology and served on the interdisciplinary committee that revised the American Bar Association’s Criminal Justice Mental Health Standards. Dr. Otto’s research, writing, and practice focus on forensic psychological assessment. He is a Fellow of the American Psychological Association (Division 41) and has received awards for his work from the Society for Personality Assessment, the University of California San Francisco, the American Academy of Forensic Psychology, and the New York State Psychological Association.
